No trick-or-treat for sex offenders

Let us not forget that the vast majority of "sex offenders" are not pedophiles nor any danger to children, while the large majority of child sexual abuse happens in the home or is committed by friends and family members, not strangers.

ELGIN, Ill., Oct. 28 (UPI) -- Police in Elgin, Ill., are visiting the homes of about 120 convicted sex offenders in the Chicago suburb Friday warning them not to hand out candy to children.

Illinois is one of several states where law prohibits registered sex offenders on parole or probation from handing out candy to trick-or-treaters for Halloween.

The Chicago Tribune says if no one is at the home of a sex offender officers plan to slap a big red tag on the door "a visible sign that police have been to the house."

Chicago police want neighbors to call if they see a known sex offender handing out candy.

More than 6,300 registered sex offenders in Wisconsin are not allowed to answer the door during weekend trick-or-treating hours under decade-old rules by the state Department of Corrections.

In Texas, police and probation officers notified sex offenders of a Halloween curfew that bars them from decorating premises or turning on porch lights for trick-or-treaters.

Text of curfew letter sent to offenders

October 25, 2005, 2:55 PM EDT

This is the text of a letter sent last week to sex offenders about a Halloween curfew from Lt. Steven Tallard, commander of the sex offender management unit, of the New Jersey State Parole Board:

"You are herby (sic) advised of the following instructions that will be in effect on Halloween, which is Monday October 31, 2005. Should you live in a municipality that conducts trick or treating on a day other than 10/31/05 then these instructions will also apply to the appropriate day.

"1. You are assigned a curfew of 7 PM. The curfew means that you have to be inside your residence by 7:00 PM.

"a. If your work schedule requires you to be out past 7 PM you are to return directly home at the completion of work and your curfew will take effect at that time.

"b. If your counseling schedule requires you to be out past 7 PM you are to return directly home at the completion of counseling and you curfew will take effect at that time.

"2. You are not allowed to go to Halloween parties at schools or other sites where children will be present.

"3. You are not allowed to go out trick or treating with any children.

"4. Offenders are not allowed to answer their door for trick or treaters.

"Failure to abide by these instructions will be considered a violation of your conditions of supervision and will be addressed accordingly."
